Issues can still arise using family as maintaining neutrality can be difficult. It puts family or friends in an uncomfortable place which can cause more conflict. Using local law enforcement can be challenging as scheduling can be unpredictable with times that are  usually short and rushed.   It can also cause undue concern of privacy for all parties.  Both for residences and in professional environments  such as a shared business.   Discretion and privacy can be very important for all.
